Dutch Bros Coffee is headed to the Harbour Village shopping center on Atlantic Boulevard after Jacksonville issued a $1.3 million construction permit for the chain to build a drive-thru kiosk near Queen's Harbour.

The permit, issued Tuesday, Oct. 20, allows the coffee chain to build a 986-square-foot kiosk with a dual drive-thru lane and a walk-up window on 0.61 acres at 13475 Atlantic Blvd., Karen Brune Mathis reported for the Jax Daily Record. The shopping center sits at the northwest corner of Atlantic Boulevard and San Pablo Road, near Queen's Harbour Yacht & Country Club.

Bear Global Construction of Bradenton is the general contractor. Galloway & Co. of Atlanta is the architect, and Z Development Services of Orlando is the civil engineer.

The kiosk will occupy an outparcel in the parking lot left of the shopping center's main entrance, according to a site plan from landlord Phillips Edison & Co. The center is anchored by The Fresh Market and Crunch Fitness.

The construction permit follows a horizontal-development permit the city issued Sept. 23 at a project cost of $700,000. Sign permits are also in review, the Jax Daily Record reported.

Expansion across Northeast Florida

Dutch Bros announced plans to enter Northeast Florida in 2023 and opened its first area kiosk in August 2024 at 50 McCoy Way in St. Augustine. The chain has since opened five locations in Baymeadows, St. Augustine, Saint Johns, Southwest Jacksonville and West Jacksonville.

At least a dozen more potential sites have been identified across Clay, Duval, Nassau and St. Johns counties, the Jax Daily Record reported.

Founded in 1992 in Grants Pass, Oregon, Dutch Bros went public in 2021 and moved its headquarters to Tempe, Arizona, in 2025. As of June 30, 2026, the company operated 1,225 locations in 25 states, including 39 in Florida.

No opening date for the Atlantic Boulevard kiosk has been announced.
